Placing Earmarks in the Dark

One of my favorite novels of all time is Fools Die by Mario Puzo (arguably better than The Godfather...seriously). In the book, one of the characters described tax evasion as "making money in the dark".

Well, when it came to former congressman and current jail bird Duke Cunningham, he stuffed his "pay to play" earmarks in the dark. Ed Morrissey, blogging for the Heritage Foundation, has the details.
